St. Charles County Councilman Joe Brazil (R) filed a 2 count petition today (March 29, 2007) against Jeff Roe. Mr. Roe is
the founder and CEO of Axiom Strategies which is one of the largest political consulting firms in the Midwest. The lawsuit
alleges that on August 4, 2006 Mr. Roe posted a story on his web site, The Source. Mr. Roe wrote that he had confirmed
that Joe Brazil was drunk when he was involved in a tragic accident which resulted in the death of Mr. Brazil's close
friend, Norval Pierce. Mr. Pierce was killed when he either jumped or fell from a dump truck Mr. Brazil was driving. Mr.
Pierce fell under the dump truck and died from injuries he suffered as a result of the truck running over him. The
accident occurred in 1982 when Mr. Brazil was a senior in high school at McCluer North in Florissant. The seniors were
taking part in a senior prank in which they were dumping sand on the teachers’ parking lot for a beach party.

Mr. Brazil has vehemently denied the allegation that he was drunk or that he had any alcoholic beverages the night of
the accident. Mr. Brazil's denial is supported by the Florissant police officer who was called to the scene and indicated in
his report that Mr. Brazil was not drinking.  No charges were ever filed. In addition, classmates of Mr. Brazil who were with
him the day of the accident have also indicated Mr. Brazil was not drinking.  A story discussing Mr. Roe’s August 4, 2006
web posting appeared in the St. Charles Suburban Journals which quoted Mr. Pierce's mother as saying she never
blamed Mr. Brazil for the accident and that to her knowledge alcohol was not involved. Mrs. Pierce went on to state
"believe me if it had not been an accident I would have prosecuted...but he (Joe Brazil) was as tore up as I was."

Mr. Roe wrote the piece at a time Mr. Brazil was running against Scott Rupp in the Republican primary for State Senate-
District 2. Roe has close ties to the Governor Matt Blunt (R) who supported Rupp in the primary.
According to a February 6, 2007 article which appeared in the Kansas City Star:
- Mr. Roe was himself arrested for a drunk driving in Maryville.
- Mr. Roe's former mentor at Northwest Missouri State, David McLaughlin, stated "I've never been clear on whether
there's any ethical or moral substance behind him." McLaughlin went on to state that he hoped someday Roe is exposed
for using tactics that voters oppose.
- Fellow Republican Bob Johnson stated Roe "is the most negative campaign person probably in Missouri."
- Democrat Joe Baumli, Nodaway County Presiding Commissioner, says Roe captains "a very well oiled machine that is
ruthless and will stop at no ends."
- This is not the first time Mr. Roe has lied about a candidates record.

Despite demands that Mr. Roe remove the defamatory posting, it still appears on The Source to this day. In regard to the
lawsuit Mr. Brazil states "The death of Norval was one of the lowest points of my life. It not only had an impact on my life
but also on my friends and classmates who also lost a good friend. Most importantly I'm sure there isn't a day that goes
by in which the Pierce family does not think about Norval's death. I cannot put into words my contempt for anyone who
would even bring up this event to pursue a political agenda much less lie about it. We have asked Mr. Roe to remove the
posting and he has refused. At this point we felt we had no alternative but to file this lawsuit. We hope that by doing this
we can remove the posting and send a message to Mr. Roe that politics does not give him the license to lie and distort
the truth. At some point someone has to tell Mr. Roe that his influential friends and money do not exempt him from
following the law and we look forward to allowing a jury to make this decision based on the truth."

The lawsuit was filed by Daniel McLaughlin (no relation to David McLaughlin) who is located at 206 West Argonne, Suite

Roe Lawsuit... The Graves Connection

The lawsuit filed by St. Charles County Councilmen Joe Brazil (R) against Republican consultant Jeff Roe could get very
interesting. Brazil sued Roe for a posting Roe put on his web site. In the posting, Roe claims Brazil was drunk when he was
involved in a tragic accident which resulted in the death of one of Brazil's close friends, Norval Pierce. Brazil denies that he
was drinking when the accident occurred. This accident dates back to 1982 when Brazil was a senior in high school at
McCluer North which is located in Florissant, Mo. The police officer who investigated the accident indicated Brazil was not
drinking as have witnesses who were with Brazil that night. News stories from the Post-Dispatch and the old Globe Democrat
dating back to 1982 make no mention of alcohol nor do any of the teachers, police officers and students who were
interviewed.

So where did Roe get his information? Roe claims his story came from the Darwin Awards which is a web site that makes light
of people who die in unusual ways. However, the Darwin story did not name Brazil as the driver and misspelled Mr. Pierce's
name.. Roe's story named Brazil as the driver, correctly spelled Mr. Pierce's name and indicated Roe had personally
confirmed Brazil was drunk when the accident occurred. In past news stories Roe has claimed he contacted the writer of the
Darwin story. However, Roe may be changing his story. (The Darwin story was removed from it's web site months ago while
roe continues to post his story.)

The Watchdog has learned Roe is now claiming a close personal friend of his was at the scene the night of the accident.
This is where it gets interesting. One of Brazil's classmates in 1982 was a girl named Leslie Hickock. Ms. Hickock is now
known as Leslie Graves and she is the wife of Sam Graves, a US Congressmen from Tarkio, Mo. Roe has worked for Graves
in Washington DC at times and has run his campaigns. The two are closely aligned and widely criticized for what many
consider unethical tactics. While Roe and Graves are Republicans many of those who question their actions are fellow
Republicans.

Among the Republicans alleged to be at odds with the Roe/Graves machine is US Senator Kit Bond. Many believe Graves
plans to run for Bond's seat, possibly in 2010.  The Roe/Graves machine is also closely aligned with Missouri Governor Matt
Blunt. Which brings us back to Leslie Hickock/Graves. It seems likely that this is Roe's source and, if so, where will this lead?
Friends who were with Brazil that night say Leslie was not with Brazil that night and doubt she would make up a story about
Brazil drinking. However, all indications are that Roe and Graves are willing to do anything to "win' and they apparently lack
any ethical and moral standards. I guess we'll find out if this includes putting Congressmen Sam Graves wife in the middle of
a lawsuit where she will be claiming her old high school friends and the police are lying. It doesn't sound like a smart move
for a would be Senator now does it.
